Berlayar estate on former Keppel Club site to see 7,000 HDB flats; first BTO to launch in October
Several 20% of the site, or approximately 10ha, are going to be set aside for green spaces. 4 green corridors, varying from 30m to 60m wide, will weave through the estate, providing recreational locations for citizens while in addition assisting in ecological connection between the Southern Ridges and Labrador Nature Reserve. BTO plans in Berlayar are going to be developed with staggered heights, with blocks oriented to provide more locals with scenic views of the Southern Ridges and the shore.
Furthermore, Berlayar will be a car-lite estate, with walking and cycling networks. A lot of homes are going to be within a 10-minute stroll from the Labrador Park and Telok Blangah MRT stations, states HDB.
The all new Berlayar estate will discover around 7,000 HDB flats built in the coming years. This is more than the 6,000 public housing units formerly announced for the estate, that is located at the site of the previous Keppel Club.

According to HDB, the Berlayar estate is planned as an extension of Bukit Merah community and marks the beginning of the change of the Greater Southern Waterfront. The estate’s name, which indicates “sailing” in Malay, pays tribute to the area’s sites and maritime heritage.
Eugene Lim, major executive officer at ERA Singapore, believes the flats at Berlayar Residences are most likely to be identified as Prime, given their location in a fully grown estate and proximity to key central areas. He estimates prices of four-room flats at Berlayar Residences can start at around $500,000 to $550,000 prior to grants. “With the rise in aid clawback rates introduced in the July 2025 BTO launch, we must anticipate a clawback price of about 11-12% on these upcoming flats,” he includes.
The initial Build-To-Order (BTO) project at Berlayar will be introduced for purchase next month as part of the October 2025 BTO exercise. Berlayar Residences are going to provide 870 units of two-room flexi, three-room and four-room apartments. There will furthermore be 200 public rental apartments.
He also forecasts two-room flexi flats at Berlayar Residence can prove prominent amongst single applicants. “Due to its unique area, that combines city-fringe ease with a coastal view, it could end up being a popular choice for singles, who might discover the place fits their way of livings.”
In a Sept 23 release, HDB claims the rise in planned real estate complies with in-depth planning research studies on the 48ha site. Including private housing, Berlayar is anticipated to generate about 10,000 new homes.
Lim anticipates the flats obtaining a strong response, noting that BTO projects in Bukit Merah introduced in July, including Prime project Alexandra Peaks, viewed a healthy application rate. “We can anticipate this demand continuing in October, particularly as unsuccessful applicants for Alexandra Peaks might try their luck with another Bukit Merah project.”
